Frank Lucas works as a chauffeur for one of Harlem’s most important mobsters. After the death of his boss, Frank uses his business acumen and manner to become one of the city’s most powerful criminal leaders. Meanwhile, veteran police officer Richie Roberts notices changes in the structure of the mafia’s power, and seeks a way to bring his opponent to justice.
